The current / March 2012 issue on page 15 has a story about Master Benny Teh in Malaysia who is part of the IOTF under GM Len Kirschbaum (resume here: www.officialblackdragonfightingsociety.com/Bio/Grand%20Master%20Len%20G.%20Kirschbaum.html) He lists association with General Choi and at one time on a website he stated that he was promoted to 9th Dan by General Choi in 1997. (That info no longer seems to be posted anywhere)
A while ago someone put together a list of ITF BBs which is far from complete since it only lists about 750 BBs with some promotion dates and Dan numbers. It would be nice to see how GM Kirschbaum fits into this listing. Anyone have more info?
